Logroño City’s Climate and Sustainable Energy Action Plan

Description

The purpose is to engage technical assistance for the preparation and development, within the framework of the Covenant of Mayors for Climate and Energy, the Climate and Sustainable Energy Action Plan (hereinafter the PACES) for the Municipality of Logroño, with the aim of defining the actions to be taken to achieve the targets set for 2030, namely a 55% reduction in CO2eq emissions.

The service will consist of the preparation of the following main documents:

  • Baseline Emissions Inventory (GHG)
  • Climate Change Vulnerability and Risk Assessment
  • Climate and Sustainable Energy Action Plan (PACES). Mitigation, adaptation and energy poverty

In addition, the service will include the preparation of the following documents:

  • PACES Executive Summary
  • Initial Documentary Analysis
  • Historical trends and future climate projections for Logroño
  • Communication and Public Engagement Strategy

Objectives

  • Preparation of a Baseline Emissions Inventory (GHG), Climate Change Vulnerability and Risk Assessment, and a Climate and Sustainable Energy Action Plan (PACES). Mitigation, adaptation and energy poverty.
  • Drafting of supporting documents: PACES Executive Summary, Initial Literature Review, Historical Trends and Future Climate Projections for Logroño, and Communication and Public Engagement Strategy.

Actions

  • Calculation of GHG emissions in Logroño across the city council, PACES and municipal sectors.
  • Predictive simulations of meteorological and climatic conditions for risk analysis.
  • Support in the development of the City Council’s Action Plan through surveys, workshops and the drafting of a final report to serve as a guide for the Plan.
  • Updating of the emissions calculator designed in the previous PACES project for the city of Logroño.

Expected Results

  • Experience in drafting new reports for other cities that are members of the Covenant of Mayors.
