Public procurement expert
Type of position: On-site, with flexible hours
Working hours: Full-time
Start date: To be agreed, preferably as soon as possible.
What will your mission be?
You will lead and coordinate the entire process of participating in public tenders, ensuring the correct preparation and presentation of competitive, high-quality bids that are aligned with the center’s strategy.
Main duties
- Identifying and monitoring tender opportunities on national, regional, local, and international platforms.
- Detailed analysis of specifications (administrative and technical) and preparation of executive summaries for internal organization.
- Defining the bidding strategy together with technical teams, management, and other areas involved.
- Internal coordination for the collection of necessary technical, administrative, and financial documentation.
- Drafting and review of documentation (technical reports, quality criteria, work methodologies, etc.).
- Preparation of administrative documentation, including affidavits, forms, solvency statements, etc.
- Submission of bids on the various electronic procurement platforms and monitoring of the procedure (clarifications, corrections, appeals).
- Support in the contract formalization phase and start-up of the awarded project.
- Collaboration in the continuous improvement of internal tendering processes (procedures, templates, databases, indicators).
Minimum requirements
- Minimum of 5 years’ professional experience participating continuously in the entire public tender cycle.
Solid, up-to-date knowledge of the Public Sector Contracts Law (LCSP) and its practical application.
Demonstrable experience in the use of electronic procurement platforms (e.g., Public Sector Procurement Platform and other regional/local platforms).
English, minimum B2 (ability to read specifications, prepare documentation, and maintain basic communications).
Ability to plan, organize, and manage deadlines.
Excellent writing, synthesis, and attention to detail skills.
Proficiency in Office or similar software.
The following will be considered an advantage:
- Experience in tenders for consulting, engineering, technical assistance, or technology projects.
- Experience in technology centers, R&D&I entities, project consulting, or innovation-intensive companies.
- Knowledge and/or experience in public R&D funding programs (national, regional, or European).
- Knowledge of other international contracting regulations or reference frameworks.
- C1 level English or higher and/or other languages.
- Communication and negotiation skills; autonomy and results-oriented approach to the simultaneous management of multiple procedures.

R&D&I Contracts Expert
Type of position: On-site, with flexible hours
Working hours: Full-time
Start date: To be agreed, preferably as soon as possible.
What will your mission be?
You will be part of the team responsible for drafting, reviewing, and negotiating contracts related to R&D&I projects, company-technology center collaborations, and agreements with third parties, ensuring legal certainty, the proper management of industrial and intellectual property, and compliance with applicable regulations.
Main duties
- Drafting, reviewing, and negotiating contracts and agreements between the technology center and companies (R&D, provision of technology services, consortia, NDAs, licenses, and transfer of IP/PII rights).
- Legal analysis of each transaction to identify risks and propose balanced solutions for the parties.
- Definition and review of clauses on industrial and intellectual property, exploitation of results, confidentiality, liability, penalties, etc.
- Ensuring compliance with regulations on innovation, such as:
- Industrial and intellectual property.
- Science, Technology, and Innovation Law and related regulations.
- Legal requirements related to publicly funded R&D&I projects (national, regional, and, where applicable, European).
- Legal support in the management of R&D&I projects, especially in contractual aspects and justification to funding agencies.
- Improvement of internal templates and procedures, and monitoring of regulatory changes with internal dissemination.
Minimum requirements
- Degree in Law, double degree in Law + Business Administration, Business Administration, or other related legal degrees.
- Minimum of 5 years’ professional experience in drafting, reviewing, and negotiating contracts related to R&D&I projects, technology transfer, business-center collaboration, or similar.
- Solid knowledge of industrial and intellectual property regulations and the Science, Technology, and Innovation Act and its application in public-private partnerships.
- Experience in publicly funded R&D&I projects, including knowledge of standard contractual requirements (consortia, exploitation rights, obligations of the parties, etc.).
- Minimum level of English (reading and writing contractual clauses and basic communications with international partners).
- Excellent legal writing skills, ability to synthesize, explain legal clauses to non-legal profiles, and negotiation skills.
- Proficiency in office tools (Office package or similar).
The following will be considered an advantage:
- Previous experience in technology centers, universities, OTRI, R&D&I entities, law firms specializing in technology/intellectual property, or legal departments of technology companies.
- Knowledge and practical experience with public R&D&I funding programs (CDTI, regional programs, Horizon Europe, or other European programs, etc.).
- Experience in technology transfer, spin-offs, patent or software licensing, co-development and joint exploitation agreements.
- High B2/C1 or higher level of English and/or knowledge of other languages.
- Communication, negotiation, and teamwork skills, focused on seeking agreements that are beneficial to all parties.
- Ability to work independently, proactively, and in an organized manner, managing multiple contracts and deadlines simultaneously.
